Family Homes Funds Limited (FHFL), in partnership with the Nigeria Police Trust Fund (NPTF), has broken ground for the construction of 257 housing units at the Family Homes Funds Estate, Phase 3, Grand Luvu, Masaka, Nasarawa State, marking another significant milestone in efforts to expand access to quality and affordable housing in Nigeria.
The groundbreaking ceremony signals the commencement of a strategic housing development designed to provide dignified and affordable homeownership opportunities for personnel of the Nigeria Police Force, while contributing to the broader national effort to address Nigeria’s housing deficit.
The event was attended by several dignitaries, including the Managing Director of FAM Property Development & Investment Limited, Alhaji Umar Ali; Commissioner of Police Osifo Emefile, Head of the Training, Welfare and Training Institutions Development Department of NPTF; and the Managing Director/Chief Executive Officer of FHFL, Mr Abdul Mutallab Mukhtar. The Inspector-General of Police, Mr Olatunji Disu, was represented by ACP Tunde Kabiru, Karu Area Commander.
In his remarks, ACP Kabiru expressed appreciation to FHFL for its partnership with the Nigeria Police Force, commending the organisation's commitment to quality delivery. He acknowledged FHFL's track record and encouraged the organisation to sustain and improve on its standards in delivering housing solutions that meet the expectations of beneficiaries.
Speaking on behalf of FHFL, Dr Henry Emeka Inegbu, Executive Director, Operations, reaffirmed the organisation's commitment to providing quality and affordable housing for police officers and other Nigerians in the low- and middle-income brackets.
He emphasised that the development reflects FHFL's broader mandate of translating housing finance into tangible outcomes by working with strategic partners to deliver homes that improve living conditions and support socioeconomic development.
The Executive Secretary of NPTF, Mr Mohammed Sheidu, also underscored the importance of the project to police welfare, noting that its objectives extend beyond the construction of physical structures to creating access to secure, decent and affordable accommodation for personnel of the Nigeria Police Force.
The partnership between FHFL and NPTF represents a shared commitment to improving the welfare of police officers through sustainable housing interventions. It also demonstrates the importance of collaboration between public institutions and housing finance organisations in addressing the country's housing challenges.
The project will be delivered under an Engineering, Procurement, Construction and Financing (EPC&F) model, in collaboration with Bricks International.
The integrated delivery structure brings together the key components required to advance the project from design and procurement through construction and financing. By coordinating these elements within a unified framework, the model is intended to support efficient project execution, strengthen stakeholder coordination, and facilitate delivery within the agreed time frame.
The 257-unit development comprises two-bedroom terrace bungalows and three-bedroom semi-detached homes, designed to provide functional and decent accommodation for the intended beneficiaries.
Beyond the physical construction of homes, the project represents an investment in people, livelihoods and community development. It also highlights the role of structured housing finance and strategic partnerships in making affordable housing delivery more responsive to the needs of specific occupational groups and communities.
As the organisation continues to support housing developments across Nigeria, projects such as the NPTF/FHFL Police Housing Project demonstrate how housing finance can be translated into tangible benefits for Nigerians, particularly those whose welfare and economic circumstances make access to decent accommodation a priority.
The groundbreaking ceremony marks the beginning of the journey towards delivering 257 homes for police officers and their families, strengthening the connection between housing provision, institutional welfare and national development.
